Owsley County Board of Education May Meeting

The regular session of the Owsley County Board of Education was held via Zoom.  Board Chairperson Joyce Campbell called the meeting to order.  A motion was made and carried to approve the agenda as presented.  A motion was made and carried to the April 14, 2020 minutes.  A special called meeting was scheduled for May 26, 2020 to work on the budget for the upcoming school year.  Vice-Chairperson Fannie Couch volunteered to serve on the William Eversole Scholarship Committee and board member Andra DeBord volunteered to serve as an alternate in case Fannie Couch is unable to serve.  

     Kyle Tackett and Doug Donaldson, both service techs with Thermal Equipment, did a presentation on air cleaning equipment.  This equipment could help improve air quality at both schools in response to COVID-19.  They previously provided the board with a quote of what this could cost to install at both schools.  They gave a presentation on what the two different systems do and how big of an area they can protect.  They explained how each system cleans the air.  Superintendent Bobrowski and Chad Mason are going to work with the two techs to have more information available for the June meeting.  

     A motion was made and carried to approve the financial report.  A motion was made and carried to approve a 1% increase for all certified and classified employees in the school district for the 2020-2021school year.  A motion was made and carried to approve certified, classified and extra service salary  schedules for the 2020-2021 school year.  A motion was made and carried to the FRYSC budgets.  A motion was made and carried to  approve the Superintendent's travel expense for April and May 2020.  There was no travel expenses as of meeting time.  A motion was made and carried to waive requirements for teachers to complete school inventories until they return to school due to COVID-19 for this year.  A motion was made and carried to approve several consent items such as:  approve insurance coverage, approve Owsley County School District to participate in NSLP for 2020-2021 school year, approve Owsley County School District to provide FREE breakfast and lunch meals to all students, approve Head Start & Early Head Start Supplemental COVID-19 one time funding and reports from each department.  Dr. Bobrowski asked that the lights be turned on at the baseball/softball field in honor of the 2020 graduates.

     “The sidewalk project at the elementary school looks good.  We should be getting blacktop down at both schools.  We are also getting some painting done at both schools,” stated Chad Mason.  Joyce Campbell made the suggestion that Brett Burns should fly the drone over both schools.  Then the suggestion was made to do a fly-over before and after the blacktop.

     Saundra Bowman stated that they have served over 30,000meals during the month April.  The serving line at the elementary school has been replaced and the serving line at the high school is getting a make-over.  

     A motion was made and carried to adjourn the meeting.
