Now two federal agencies are looking to help on a local level. The USDA for Rural Development has teamed with the Substance Abuse and Mental Health Services Administration. They formalized an agreement that allows nonprofit organizations to purchase homes from the USDA at a discount; so long as the nonprofits convert them to transitional housing for those in recovery, among other requirements.
